The State Duma intends to legalize the occult and mystic services in the field of Public health (A draft law submitted to the State Duma deputy Ilya Ponomarev)

On the official website of the State Duma of the Russian Federation was posted bill № 372966-6 “On Amendments to Certain Legislative Acts of the Russian Federation in terms of regulating the provision of certain services to citizens in the health and protection of the public from misleading advertising” (the full text of the bill in PDF format available). The draft law was registered and sent to the Chair DG 29 October 2013 at 17:40, and then a day later (October 30, 2013 at 18:27) referred to the Committee of the State Duma Committee on Health. The author of this bill is an interesting member of “Fair Russia” Ilya Ponomarev.

According to the explanatory memorandum, the deputy Ponomarev considers it necessary to supplement the Federal Law of November 21, 2011 N 323-FE “On the basis of health protection in the Russian Federation” in Article 50.1, which is given the name of “occult-mystical health services.” This article explains in detail how the Russians will be provided by the occult and mystic services:

1. Occult and mystical health services are non-medical activities carried out by persons lacking the appropriate special medical knowledge and skills, aiming to cure patients with supernatural abilities of the body.

2. Right to grant the occult and mystical health services to citizens is a citizen who has received a permit issued by the executive authorities of the Russian Federation.

3. The decision to issue a permit to engage in the occult and mystical services in health care is taken on the application of the citizen and the representation of the medical professional non-profit organization or citizen’s statement and the joint submission of medical professional organizations and non-profit medical organization. Permit gives the right to exercise occult and mystical health services in the territory of the Russian Federation, the executive authority which issued the authorization.

4. Permittee, is engaged in the occult and mystical health services in the manner specified by the executive authorities of the Russian Federation.

5. Depriving citizens authorization to engage in the occult and mystical health services made by decision of the executive authorities of the Russian Federation, the issuing authority, and may be appealed in court.

6. Occult and mystical health services are not included in the program of state guarantees the provision of free medical care to citizens.

Frankly, after reading even the first six points of the bill, it can be concluded that the State Duma intends to actually legalize the Russian Federation, wizards, magicians, shamans and psychics actually do not have even the minimum health education ……
